Baltimore first, Houston second.
The business started in Baltimore at the end of 2016, working the housing stock that city's made of: rowhouses, formstone, painted brick, stone and stucco, and a lot of wood that's been through a lot of winters. That's where the lead-safe work came from. Many Baltimore rowhouses predate 1978, and the rules around disturbing old paint aren't optional.
Houston opened in November 2023. Ray's in Houston, so Houston jobs get the owner. Baltimore's contractor-fulfilled now, with the same standards and the same 3-Year Workmanship Warranty. We'd rather say that plainly than let you picture him being in two places at once.
Rise and Prime also works with experienced painters across Houston, and there are four kinds of painter Ray wants to hear from.

Who is Rise and Prime Painting?
Rise and Prime Painting is Raymond Gomez's company. He opened it in Baltimore in December 2016, started working Houston in November 2023, and he's been in the painting trade more than twenty years in total. On Houston jobs he still does the walkthrough and writes the estimate himself.
Are you licensed?
In Maryland, yes: MHIC #120401. In Texas the honest answer's more useful than a yes. Texas doesn't issue a state license for painting contractors at all. What protects you here instead is insurance, the EPA Lead-Safe certification on anything built before 1978, and a written scope you signed before work started. We carry all three.
How long have you been doing this?
Ray personally, more than twenty years in the trade. The company, since December 2016. They're two different numbers and they're worth keeping apart. One is Ray's own time on the brush, the other is when Rise and Prime opened its doors.
Do you work in both Houston and Baltimore?
Yes, and they work differently. Houston is where Ray is, and he walks every job here himself. Baltimore's the original market and it's contractor-fulfilled, so the standards and the 3-Year Workmanship Warranty are the same but the owner is not the person on your doorstep.
What does Lead-Safe Certified mean for me?
If your home was built before 1978 it may have lead paint in it, and disturbing it carelessly is dangerous, especially with small children in the house. An EPA Lead-Safe Certified Firm is trained and certified in how to contain and clean up that work. For homes built before 1978, it's a federal requirement.
What will you not tell me?
Anything we haven't checked. You won't find a price per square foot on this site for work that gets priced by scope, a promise about how many coats your walls need before anybody's seen them, or a claim about how fast we can get out to you. Those are the easiest things to say and the hardest to keep.
