Does Texas require a painting contractor license?
Texas never created a painting contractor license, and that's worth understanding, because it changes what you should be checking instead. There's no exam to pass, and no state board or license number sits behind the word when a painting company in Houston calls itself "licensed."
So the word tells you nothing here. These four things do, and you can check every one of them before you sign.
EPA Lead-Safe Certified Firm
Federal, and the one credential that exists for this trade at all. If your home was built before 1978 and the work disturbs paint, the RRP rule requires the firm doing it to hold this. Ask every painter you are quoting for their firm certification number. It either exists or it does not.
Fully insured
Ask for the certificate and read the dates on it. In a state with no painting license, insurance is the credential doing the protecting.
Aerial lift certified
A three-story elevation or a tall stairwell needs a lift, and a lift needs certification. We hold it, so those jobs get quoted from the elevation itself and nobody has to squint at it from the lawn.

The questions everyone asks a painting company.
Does Texas require a painting contractor license?
Texas does not issue a painting contractor license, so no painting company in Houston holds one and any that says it does is describing a credential the state does not offer. Three things do protect you here and all three are checkable. Insurance, which you should ask to see a certificate for. EPA Lead-Safe certification, which is federal and which your painter either holds as a firm or does not. And a written workmanship warranty you can read before you sign. We carry all three.
How much does it cost to paint a house in Houston?
Residential painting projects here start around $1,000, a full exterior repaint starts around $3,500, and cabinets cost $3,000 to $5,000 and up. From there, ceiling height, how much prep the walls need and how many colors you want move the number, and that's exactly what Ray checks when he measures your house. What's the average cost to paint a 2,000 square foot house?
An average is the least useful number anybody could hand you here. Two 2,000 square foot houses in the same subdivision can sit thousands apart on ceiling height, wall condition, how many colors you want and whether the trim is being sprayed. What we'll tell you is where projects start and what moves them, and then Ray measures yours and writes the real figure down before you sign anything.
What would a painter charge to paint a 12 by 12 room?
A single 12 by 12 room is a small job, and a residential job that would come in under $1,000 is priced at our $1,000 residential project minimum. What does a painting contractor charge per hour?
We don't price residential repaints by the hour. An hourly rate rewards a slow crew and it gives you no way to compare two quotes. Houston repaints get priced by scope: what's being painted, how much of it there is, what condition it's in, and what product the surface needs. You get that written down with a single figure at the end of it.
What does the 3-Year Workmanship Warranty cover?
The 3-Year Workmanship Warranty applies on qualifying painting projects and covers failures caused by our workmanship on surfaces we prepared and painted: premature peeling, blistering or flaking from improper application. Coverage starts the day the project is completed. It does not cover water intrusion, structural movement, substrate failure, existing coatings failing underneath what we applied, mold or mildew, rust coming through, wear and tear, impact damage, third-party repairs, moisture problems, wood rot, caulk movement from the building itself moving, or a manufacturer's product defect. How long does it take to paint a house interior?
Painting a house interior takes as long as the prep in front of it takes, and prep is the part that varies most. A sound set of walls moves fast. Walls that need patching, a wallpaper layer coming off or a popcorn ceiling coming down all add days before any color goes on. Ray gives you the schedule with the quote, measured on your own house.
Do I need to move furniture before you paint?
Moving and covering furniture is part of the job and it's in the price. We shift what needs shifting, cover what stays, protect the floors, and put the room back before we leave. If there's anything fragile or irreplaceable, point it out at the walkthrough and we'll agree how it gets handled.
Are you insured to paint in Texas?
Yes, fully insured, and you should ask every painter you're talking to for a certificate and then read the dates on it. Insurance is the credential that matters most in a state with no painting license. Ask us for ours.
Do you repair drywall before painting?
Patching, skimming and making walls good again is part of the prep, and it is the difference between a repaint that looks new and one that looks like fresh paint over old damage. Serious drywall damage gets priced separately, because that stops being prep and starts being a repair, and Ray will tell you which one you have while he is standing in the room.
Do you remove wallpaper and popcorn ceilings?
Wallpaper removal and popcorn ceiling removal are both services Rise and Prime Painting offers, and neither is included in a straight repaint price. Popcorn ceiling removal is evaluated on the square footage and the overall conditions of the project instead of a flat per-room number, because the room count tells you very little about the work. Depending on what your proposal covers, the scope can include protection and containment, the removal itself, surface repairs or skim work, sanding, priming and painting.
Does the crew speak Spanish?
Ray Gomez speaks Spanish and the crew does too. That covers the whole job: he answers the phone himself, so the first conversation can be in Spanish, and on site the questions that come up mid-job, about colors, cut lines and which furniture is getting moved, get asked and answered in Spanish.
