Rise and Prime Painting is a house painting company working in Katy, TX, where Harris, Fort Bend and Waller counties meet, about 29 miles west of downtown Houston along Interstate 10.

The Census Bureau's housing figures show how far the age of a house changes from one Katy ZIP code to the next. The median home in ZIP 77450 was built in 1994 and the median in ZIP 77493 in 2014, and the share built before 1980 runs from 1.7% to 20.6%.

Ray Gomez, the owner, has been painting for over 20 years and does the walkthrough on Texas jobs. He checks the surfaces, writes the scope and puts a price on it. Rise and Prime Painting's professional painting services run across the Houston area, from epoxy floors to wallpaper removal, and our painting company in Houston is where the full list lives. In northwest Harris County, painters in Cypress, TX have a page of their own.

The work

Four kinds of work we take in Katy.

Painting, refinishing and staining for houses, from interior painting services and exterior work to cabinet doors and fence boards, each priced on what is on the surfaces now.

Exterior repaints

The worn areas are found at the inspection.

A Houston-area exterior is inspected for the places weather works hardest: the trim, the fascia and soffit, the walls that take the most sun, and anywhere moisture collects. Ray pays especially close attention to those, because the most weathered areas decide the prep. Soft or rotten wood is replaced before painting, and the cleaning follows the condition of each surface, so a fresh coat of paint has something sound to hold onto.

Exterior house painting

Interior repaints

Walls, ceilings, trim and doors, repaired first.

An interior is priced on the surfaces in each room and the condition they are in, not on floor area alone. When a wall needs it, drywall repair is part of the prep: patched, skimmed and sanded flush before the paint goes on. Once the job is booked, a color consultation is part of it.

Kitchen cabinets

Sprayed on site, doors and drawer fronts off.

Cabinet refinishing is sprayed on site with the work area contained. As the standard process, the doors and drawer fronts come off for prep and finishing, and soft-close hardware can be added where the hinges are compatible. A cabinet project typically runs three to five days.

Fences and decks

Fences by the linear foot, decks by the square foot.

Painting and staining a fence is priced by the linear foot, and its height, one side or both, and the condition of the wood all move the number. A deck is priced by the square foot.

Katy houses by decade

Is a Katy house old enough for the lead-safe rule?

In each of the four Katy ZIP codes most homes were built after 1980, but the share built before 1980 runs from 1.7% in ZIP 77494 to 20.6% in ZIP 77450, and the lead-safe rule applies to the older ones.

  • 1.7%of homes in ZIP 77494 built before 1980
  • 20.6%of homes in ZIP 77450 built before 1980
  • 66.6%of homes in ZIP 77493 built since 2010

U.S. Census Bureau, American Community Survey 2020 to 2024, 5-year estimates, retrieved 2026-10-14. Homes by year built in each ZIP Code Tabulation Area, which approximates the ZIP code. Inside Katy city limits the Census counts 20.4% of homes as built before 1980.

  1. ZIP 77450: the median home dates to 1994, and 20.6% were built before 1980

  2. ZIP 77449: the median home dates to 2004, and a third were built in the 2000s

  3. ZIP 77494: the median home dates to 2011, and 1.7% were built before 1980

  4. ZIP 77493: the median home dates to 2014, and two thirds were built since 2010

Each bar is one ZIP code's homes, oldest decade on the left: before 1980, the 1980s, the 1990s, the 2000s, the 2010s, 2020 or later. A darker segment is an older decade. Census Bureau figures, not to scale.

Built before 1978

The Census counts the 1970s as one decade, so the share built before 1978 is a little smaller than the share built before 1980. A Katy house that predates 1978 may carry lead paint, and federal rules require an EPA-certified firm for paid work that disturbs it. As an EPA Lead-Safe Certified Firm, Rise and Prime Painting qualifies. ZIP 77450 has the most of those older houses.

Built 1990 to 2009

A third of the homes in ZIP 77449 went up in the 2000s and another 16.3% in the 1990s, with a median build year of 2004. Built between 1990 and 2009, those houses are now 17 to 36 years old, long enough for the fascia and soffit, the trim and the sun-facing walls to show it, so those get especially close attention at Ray's inspection and go into the written scope.

Built since 2010

The median home in ZIP 77494 dates to 2011 and in ZIP 77493 to 2014, and two thirds of ZIP 77493's homes were built since 2010. A house that new went up decades after 1978, so the lead-safe rule does not come into it. The inspection still covers the sun-facing elevations and the trim, two of the areas Ray watches most closely on a Houston-area house.

HOA rules

Does a Katy HOA have to approve the paint color?

In a Katy neighborhood with an HOA, exterior paint usually needs the association's approval before the work starts, and a repaint in the same color often still needs a request.

A March 2026 My Neighborhood News guide for homeowners in Cinco Ranch II, a master-planned community in the Greater Katy area, says that painting siding, trim, brick accents, shutters or garage doors typically requires approval. Cinco Ranch and Grand Lakes are both Greater Katy communities, and every association writes its own rules, so the answer for a given street is in that association's governing documents.

  1. Read the governing documents first

The CC&Rs and the architectural guidelines say which colors, materials and finishes are allowed, and some associations publish an approved palette. Choosing from it before the estimate saves a round of changes.

  2. Look up the year built

The year built is on the county appraisal district record for Harris, Fort Bend or Waller County, depending on the address. A year before 1978 brings the lead-safe rule into play.

  3. File the request before the work starts

The architectural review committee takes the request, usually through the association's portal or its management company, with color samples and a description of the work. The written scope from Ray's walkthrough lists the surfaces to be painted, which is what the request has to describe, and the approval decides whether the work can start.

Before you ask for a price

How much does it cost to paint a house in Katy?

Painting a house in Katy starts at Rise and Prime Painting's $1,000 residential project minimum, and a full exterior repaint starts around $3,500.

Houston-area starting points, not quotes.
ProjectStarting point
Any residential painting project (the minimum)$1,000
A full exterior repaintabout $3,500
Kitchen cabinets (the normal range)$3,000 to $5,000+

When a residential scope adds up to less than $1,000, the minimum is what gets billed. Where there is wood rot or a major repair, the price is set at the inspection and not guessed.

  • Surfaces and condition

What the walls, trim and siding are made of and what shape they are in decides the prep, and prep is where the hours go.

  • Height and reach

Ceiling height inside and how high the exterior runs outside change how much of the work is done from a ladder or a lift.

  • Repairs

How much rotten wood has to be replaced and how much drywall needs patching both move the number, and Ray prices them once he has seen them.

  • Changes to the scope

Once the proposal is written, the price is fixed for the agreed scope of work, and anything outside that scope is handled as a change order or an add-on.

For most residential projects the written estimate is ready on the spot at the walkthrough, and a larger or more complex project may get its proposal afterward. A deposit schedules the work, larger projects may carry progress payments, and the final balance is due after completion and the final walkthrough. The painting cost calculator gives a ballpark range before anyone visits, and a texted photo or the online form starts the free estimate.

License and insurance

Do painters need a license in Texas?

Texas does not issue a painting contractor license, so a Katy painter has no state license to show you, and the credentials worth asking professional painters for are insurance and EPA lead-safe certification.

  • Fully insured

Rise and Prime Painting is fully insured. Ask any painter you are comparing for a certificate and read the dates on it before the work starts, because an expired certificate proves nothing about current coverage.

  • Lead-safe certified

Rise and Prime Painting is an EPA Lead-Safe Certified Firm. A home built before 1978 may have lead paint, so paid work that disturbs it needs a certified firm. Ask any firm for its certification number.

Questions about painting a house in Katy.

Do you paint houses in Katy, TX?

Yes. Rise and Prime Painting paints houses in Katy, TX, and Ray Gomez does the walkthrough on Texas jobs, whether the project is one room or a full exterior. Katy sits west of Houston, and the free estimate can start by text, with photos of the job and your ZIP code.

How do I choose among house painters in Katy, TX?

Choosing among house painters in Katy comes down to what each one will put in writing. Ask every painter for the same four things: the scope surface by surface, an insurance certificate with current dates, EPA lead-safe certification if the house was built before 1978, and the warranty terms in writing, including what the warranty leaves out. Rise and Prime Painting puts the scope in writing, is fully insured and an EPA Lead-Safe Certified Firm, and lists what its warranty leaves out further down this page. The estimate is free.

What does it cost to paint a 2,000 square foot house in Katy?

No single price fits a 2,000 square foot house in Katy, because the same square footage can sit far apart on wall condition, ceiling height, trim, the number of colors and how much prep the surfaces need. Rise and Prime Painting does not price by the hour or by a per-square-foot average. Ray measures the house, writes the scope and puts one price on it, and the starting points are a $1,000 residential minimum and about $3,500 for a full exterior.

What would a painter charge for a 12 by 12 room in Katy?

Painting a single 12 by 12 room in Katy falls under the $1,000 residential project minimum whenever the scope adds up to less than that. The cost calculator gives a ballpark for the room before anyone visits.

Do you replace rotten wood and repair drywall before painting?

Both, yes. Rotten wood is replaced before painting, and drywall repair is done in-house as prep that leads into the paint. Outside, the fascia, soffit and trim are among the areas Ray pays especially close attention to at the inspection. Inside, holes and cracks are patched and sanded smooth before the wall is primed. Damage beyond ordinary prep is priced at the walkthrough.

What does the 3-Year Workmanship Warranty cover?

On qualifying painting projects, Rise and Prime Painting backs its work with the 3-Year Workmanship Warranty, which starts the day the project is completed. Failures traced to workmanship on surfaces it prepared and painted are covered: peeling, blistering or flaking that comes from improper application. Structural movement, water intrusion, substrate failure, existing coatings failing underneath, mold or mildew, rust, wear and tear, impact, third-party repairs, wood rot, caulk movement and product defects sit outside it, and stain and epoxy work is kept separate.

Is a deposit required?

Yes, a deposit is required to schedule the work. Larger projects may carry progress payments as the job moves, and the final balance is due once the project is completed and the final walkthrough is done. Getting the estimate costs nothing and takes no deposit.

Can you paint kitchen cabinets in Katy?

Rise and Prime Painting refinishes kitchen cabinets in Katy. The work is sprayed on site with the area contained, the doors and drawer fronts come off for prep and finishing as the standard process, and soft-close hardware goes in where it is compatible. Cabinet projects typically run three to five days, and the normal range is $3,000 to $5,000 and up.

Do you paint businesses as well as homes in Katy?

Rise and Prime Painting does residential and commercial painting for homes and businesses, with houses as the core of the work and commercial jobs as some of it. Residential or commercial, the job starts with a walkthrough of the home or business and a written proposal. Its commercial painting services include offices and warehouse interiors, where the aerial lift certification matters more than it would on a house, and for an occupied space, after-hours or weekend work is available by project and scheduling requirements.

Does the crew speak Spanish?

Ray Gomez speaks Spanish and so does the crew, so the first phone call can be in Spanish and the questions that come up on site get asked and answered in it. Compañía de pintura en Houston, en español
